Community, Voluntary and other Groups should be informed about their right to nominate a community facility as an "Asset of Community Value" under the Localism Act. This Facility can be nominated if it "furthers the social wellbeing or social interests of the local community". These "social interests" can include cultural, recreational or sporting interests so this nomination can help ensure that amenities that are useful (or might be useful in the future) have the opportunity to be preserved and hopefully resourced. (Justification: Preserving Heritage; Local Economy; Community Involvement; Health)

2.82: Lack of uptake after a 12 Month marketing period is not sufficient evidence to conclude that the facility is not needed or not suitable, especially with the slowing of the economy. We request that the Council sets a higher threshold for evidence, including surveying facility users and nearby residents (Justification: Community Involvement; Protecting Community Resources).

There should be a network of signposted seafront "walking routes" to help fulfil the aim of Natural England for a coastal footpath linking up all areas of the Country. This local route should include the promenade and seafront areas of Portslade/Hove/Brighton, Madeira Drive, and the Marina Pathway to Saltdean (Justification: Health; Community; Local Tourism).


Local Pubs should be encouraged to make use of upstairs and underused spaces to provide accommodation to their staff and/or provide space for community groups, games, sporting activities and other similar activities.

2.95: We welcome the adoption of the "agent of change" principle to support grassroots music venues.
